Haven't we always had H&M cosmetis in the UK? I seem to recall a limited amount of cosmetics available. I will however say they were not great quality. Apparently, the collection is 700 pieces including 200 nail varnishes and 83 eyeshadows.
It's another story choosing to introduce cosmetics to their clothing lines. Topshop introduced their collection a few seasons ago and Urban Outfitters are now concentrating on their new ranges.
